Yes, definitely. Just because an actor is extremely skilled does not necessarily mean he or she will be suited for the character the movie is trying to portray, just as how in music an extremely skilled rock singer is not necessarily suited to sing jazz if he or she has never understood or learned the genre, or how being a Physics graduate does not necessarily make one a decent engineer. It is not just skill, technique, or whatever you call it - it is how you sell the role and whether people buy to it or not.
